&lt;p&gt;&amp;quot;Drunken-driving crackdown under way&lt;/p&gt;
&lt;p&gt;The Franklin Police Department will join an already under way nationwide campaign against drunken driving that lasts through Monday, Sept. 1. &lt;/p&gt;
&lt;p&gt;The &amp;quot;Drunk-Driving - Over the Limit. Under Arrest&amp;quot; crackdown will combine high-visibility law enforcement with a federally funded media campaign to deter impaired driving. FPD officers will patrol the community in greater numbers and for longer hours to arrest as many drunken drivers as possible.&amp;quot;&lt;/p&gt;
&lt;p&gt;Since the Franklin Police Department feels it is worthwhile to man the streets and participate in this; then they must feel that there is a significant problem. I wonder if statistics will be kept and/or presented as to where (which establishments) these drunk drivers originate from?&lt;/p&gt;
&lt;p&gt;I wonder if the Franklin Police Department has statistics on how many drunk drivers (during the past eight months) have taken to the road after spending time at the Buckhorn Tavern?&lt;/p&gt;
&lt;p&gt;I'm sorry but arresting people while driving after they are intoxicated is not &amp;quot;detering&amp;quot; impaired driving. At least it didn't in the Eddie Keck incident. He had mulitiple offenses I believe. &lt;/p&gt;
&lt;p&gt;Doing something about the facilitation of these individuals getting intoxicated and then getting into an automobile in the first place is what's needed. Identifying the licensed establishments that allow the conditions to occur is the first step. Isn't that why there is a license requirement in the first place? Stopping people who are driving drunk just doesn't seem to be working.&lt;/p&gt;

&lt;p&gt;It's curious to note that unless one is very near an air-conditioning condenser, the heat given off doesn't affect ambient temperatures much. &amp;nbsp;Stand next to an air-conditioned car. &amp;nbsp;It will be warm on a hot day. &amp;nbsp;Walk a few steps away, the air starts to noticeably cool. &amp;nbsp;&lt;/p&gt;
&lt;p&gt;The screens probably would actually help a little were they are placed. &amp;nbsp;But, like I said, you need energy to produce and place them. &amp;nbsp;Then the heat goes somewhere else. &amp;nbsp;I'm not a scientist, but it isn't possible to defeat the laws of thermodynamics. &amp;nbsp;Al Gore isn't a scientist either. &amp;nbsp;Someone needs to tell him that.&lt;/p&gt;

&lt;p&gt;Air conditioning doesn't ever seem to make the outdoors cooler. &amp;nbsp;It creates heat. &amp;nbsp;Duh. &amp;nbsp;I know there is likely a heat island effect in very concentrated areas of large heated buildings. &amp;nbsp;The heat and cold have to go somewhere and while I'm not a scientist, people can only control the temperatures of very small (relatively), mostly indoor places. &amp;nbsp;&lt;/p&gt;

The original sentencing date of 7/23/2008 was adjourned to 7/30/2008 pending completion of the Pre-Sentencing Investigation. Then the sentencing hearing was adjourned to the current date of 9/3/2008, again pending receipt of a private PSI ordered by the defense. Private PSI? oh boy, I'm sure they want to show that E.L.K. is the victim of some terrible psychological affliction. Yeah, scum of the earth disease.&lt;/p&gt;
&lt;p&gt;In the mean time... we don't have to worry about the Franklin Common Council... zzzzzzzz... flying off the handle and irrationally taking some unfounded action against the offending establishment, The Buckhorn Tavern. Even though the special investigating attorney has advised the Franklin Licensing Committee (back in June) to hold a hearing at will; the elected officials of Franklin cannot muster the intestinal fortitude to take authorative action.&lt;/p&gt;
